Mauritius

Rapid economic expansion and demand for land rendered Mauritius's 20 year development plan - developed in 1990 to shape the island's land-use strategy - requiring revision just ten years later.

Modern agricultural practices and a booming tourism industry had combined to generate pressure for land sales, and development outside previously designated zones represented an environmental threat. The island's rapid evolution from an agricultural to a knowledge economy means 140,000 new homes are needed along with an improved highway network to alleviate congestion.

Leading the study, we reviewed existing economic sectors, land-use patterns and development trends, and employment and population forecasts. We prioritised areas and sectors requiring immediate attention, and the study was underpinned by extensive community engagement.

We feel confident that our proposals will carry Mauritius through its post-agricultural transition, providing strong foundations for sustainable development.

Exemplary results on the national plan resulted in Halcrow being awarded work on local development schemes.
