Halcrow played a pivotal role in a comprehensive study backed by the Asian Development Bank (ADB), aimed at alleviating poverty throughout the region.
Using the United Nation's human development index as a starting point, we based the study on a broader social protection calculation. This index evaluates each country's social protection activities in terms of its expenditure, but also the spending programmes' reach and impact on the poor.
Halcrow project managed the study, trained consultants throughout Asia, and provided technical methodology, final reporting and data verification support. We were awarded the contract - intended to promote pioneering research - as a direct result of the pilot study we delivered in 2005-06.
The project has boosted awareness of social protection needs throughout Asia, demonstrating what can be achieved through effective poverty reduction programmes. The region's most vulnerable members can now look forward to a more secure future.
