Economic Development.

This paper describes a joint Cities Alliance programme in Phnom Penh, Cambodia, involving the municipality, a local NGO and a federation of the urban poor together with support from UN-Habitat and the ACHR. The paper explains how a participatory process of urban development led to the piloting of slum settlement upgrading and the formation of a city-wide settlement planning process for the urban poor. These projects contributed to policy change thus illustrating an alternative, participatory governance system for the city.

Funding Institutions
"A Global Review Of Social Investment Funds: A Financing Mechanism for Affordable Housing?" by David Crosbie.
Published in "UN-Habitat" in 2009
This paper undertook a global evaluation of the World Bank's Social Fund programme, since its inception in the 1980s to the present. The study also questioned the extent to which access to housing and affordable housing could be implemented into the Funds. The analysis drew on experiences of Asian and African urban poor federations and their involvement with micro-credit systems to relay how a bottom-up approach to community development could be incorporated into Social Funds to provide a financially sustainable model to community and housing developments for the poor.
